Conflicto de competencia entre el Juzgado Cuarto Civil Municipal Oral de Barranquilla y el Juzgado Diecisiete Penal Municipal con Función de Control de Garantías de la misma ciudad.
El primero de los juzgados remitió el expediente al otro, con base en el cumplimiento del artículo 1º del Decreto 1834 de 2015, toda vez que la accionante interpuso previamente otra solicitud de amparo en dicho despacho judicial.
Esta decisión se adoptó sin verificar la existencia de identidad de objeto y causa en ambas tutelas.
La Corte concluyó que con dicha conducta se dilató injustificadamente el trámite sumario que debía surtir la acción de tutela por mandato constitucional.
Se dirime la controversia con la remisión del expediente al Juzgado Cuarto Civil Municipal Oral de Barranquilla, para que de manera inmediata adopte la decisión de fondo a que haya lugar.

- Cuarto. Civil Municipal Oral de Barranquilla, dentro del expediente ICC-3017.
- SEGUNDO. REMITIR al Juzgado
- Cuarto. Civil Municipal Oral de Barranquilla, el expediente ICC-3017, para que, de manera inmediata, adopte la decision de fondo a que haya lugar, dentro de la accion de tutela interpuesta por Maribel Duarte Arias contra la Inspeccion Decima Urbana de Policia de Barranquilla.
- TERCERO. ORDENAR que por Secretaria General se comunique la decision adoptada en esta providencia a las partes y Juzgado Diecisiete Penal Municipal con Funcion de Control de Garantias de Barranquilla.
